The refineries in LA are not running to full capacity because they’re switching over from Winter Gas to Summer Gas. There are strict pollution control laws on additives from Summer Gas. This is one other thing that drives up the cost.
People need to look at the history of driving in California. Summer Gas is higher priced because the consumption is greater due to vacations, etc. Also, the cost of producing gasoline with additives causes less pollution but costs more. This is basic Economics 101 – Supply and Demand.
EXAMPLE: In San Diego, the closest refinery is in El Segundo – Long Beach. So gas has to be trucked in. Higher costs once again.
